Cut the chili pepper in half with kitchen scissors and remove the seeds. -

Add olive oil to a frying pan and heat over medium heat.
Add the garlic and chili peppers from step 1 and heat them while tilting the frying pan diagonally so that they soak in the oil.
Remove the chili peppers after 1 minute, and remove the garlic when it is browned.
